Should the person who is waiting for elevator to come let people who just arrived with the elevator to open the door themselves or should he open the door first?

Let the door open itself.

I don't think that I get the question.
The door will open automatically if I call the elevetar and it arrives.
It will also open automatically when I tell it where to go by pressing the button IN the elevator.

I will let people get off the elevator before entering.

Is this one of these lifts you sometimes see in films, with a cage that needs to be opened by hand?

The lair of a superhero should have an elevator with a cage. (Not superman though who can fly in through the window).

I've overdone the wine this evening.

This is East Europe, old model of elevator, 7 storey building. No automatics and there are some inner doors like butterfly and them one must open and close by themseleves.

Hence the question.
With automatic lifts no problem.

En passant - and although you won't believe it - the elevator is out of function since Friday, and the building's "tenants committee" will change service operator Monday morning.

Unfortunatelly it's not a cage elevator (though you can still find them in pre-war buildings in city center) but domestic from the seventies.

I will make a short video of it, when it gets in use again, and post it on a Youtube.

Facinating.
Not many high rated player frequent these forums, especially those residing in ex-communist 70's apartment blocks who have a penchant for elevator etiquette.

So is there a door inside and outside?
There was a lift like this in Rome, in the hotel I stayed in. I would open the outside doors when it arrived for people to walk out, that felt polite.
It was difficult to open the inside ones, hold them open & pull the outside ones apart too, the outside ones were heavy.
When you're in the lift, when it's working, do you prefer to have the people waiting for it to open the outter doors or would they be in your way to exit?
I suspect your answer to what you'd like gives you the etiquette answer.

And, regarding etiquette.
It is recommended for person who waits to stand right from the door, so that the arriving people could get out.

Sometimes, when arriving person has full hands with for example packed gifts or garbage bags it is convenient that someone open the door for him.

But usually it feels awkward when someone open the door of the elevator as it was the door of their apartment and as the opener wanted to surprise his daughter or sun in an "inappropriate act" /having sex or using drugs/.

But "it's only me" and since each collective is more important than any other individual, so majority might feel convenient and gallantly treated if someone open the lift door for them...
