Not that I'm implying non-subscribers shouldn't get a vote: it is just a means to keep the bandwidth requirement within reason. And would stop fake accounts being created to register fake votes. Blah blah blah.

Besides the fact that I dispise authorities in all their forms, could you explain to us exactly how these mods are going to decipher if someone has been cheating or not?
