You don't need to be a house to be haunted. Many respectable and intelligent citizens within any community are plagued and tormented by unresolved issues over which they continually agonize. Their displaced anger indiscriminately seeks miscellaneous random high value targets such as on balance, at ease and happy people. These deeply troubled souls become noisy bleeders in private and in public because they've convinced themselves there's nothing to live for; no longer give a sweet damn... and are not equal to life's pain.
