everytime I see a car commercial on tv, when the car is rolling forward, the wheels are rolling backwards. I never see this happening in "my world". Why does it happen on TV?

Yup, the strobe effect. Imagine a wagon wheel with one spoke painted red. Say the film camera takes a frame with the red spoke at top dead center (12 oclock), the wheel rotates clockwise until the red spoke is at 1 oclock and it takes another picture, another rotation and another picture at the 2 oclock position and so on. When the film is played back, the red spoke will appear to be moving counter-clockwise.
