why there was insufficient evidence to charge supermodel Kate Moss with cocaine use. She was filmed using cocaine. Witnesses verified this. She entered rehab in Phoenix, She apologized for letting her fans down. What have I missed?

Do they have good lawyers in England like they do here (US)?

I think they would've loved to charge her if they could but without her admitting anything, or anyone going witness against her, they just couldn't prove it.
