If you read the story I posted, towards the bottom it is made clear they had narrowed down whatever she was filmed taking to three drugs (one of which was cocaine). However one of the others was in a different legal category. So they couldn't prove she was taking a "Class A" drug, for example.
It doesn't matter that she was in rehab. They still need proof of a particular crime, at a particular place, at a particular time.

She should have been charged, but as usual, the celebrity status get's her off. Same with Pete Doherty, they keep arresting him, but if that was a normal person they would be in jail now for a few years.
I know in the fashion world alot of the models are given tons of drugs after shows and at different parties, and maybe this would have made a slight dent in that world and start to get it cleaned up.
