Question: No other pieces can move or have been taken. How many moves consitutes a stalemate? I thought it was 21?

It would not be a stalemate unless no piece could be moved by the opposition
without placing him/her in check, while not being in check at the moment.

It could be a drawn game however, but I believe the 50 move rule is in effect
for a claimed draw with no material exchange.

You could also claim a draw if a perpetual check condition exists.

FAQ gives you the conditions for claiming a draw. The system automatically draws games which have been stalemated.

Stalemate is a situation in the game of chess where the player whose turn it is to move is not in check but has no legal moves. A stalemate ends the game in a draw.

Stalemate is only one way to draw a game. There are several other ways to end a game in a draw, with only one being "stalemate".
