Before the US decided to invade Iraq there were NO terrorists in that country! There was also no worldwide threat of terrorists, even though the attack on the world trade center took place. George W. Bush used that attack as an excuse to invade Iraq, even though Iraq had nothing to do with the attack.
The Bush administration wants to rule the world... and Tony Blair wants to be right along side of him. The first thing they both decided to do is start government programs to monitor, control and lessen all personal freedom under their governments.

Yes, the US government has subsidized the technowlogy to insert a chip under your skin for IDENTIFICATION. This chip can be picked up within 50 feet of a scanner, that will access a database and read everything about you. <sigh>

At the present time neither passports or driving licences are required to be carried at all times and niether could be used with a machine. How will knowing who someone is prevent them from blowing someone up? It won't. Identifying someone does not also reveal their intentions, nor where they came from, where they are going to, what their purpose is or whether they have 16 pounds of C4 straped to them It ONLY tells you who they are (IF their card is not faked) and ONLY at that point. It would be useless in combatting terrorism.
Terrorism is aimed at disrupting the lives of the people targetted. Such Draconian measures as compulsory ID cards would do exactly this and turn the UK into the first echelons of a future police state. Coupled with the huge cost implication and the infringement of civil rights, there is IMO no good reason for ID cards at all. They are effectively a stealth tax being sneaked in under the banner of anti-terrorism. I will not live in a country in which the government makes such decisions and informs the public that it is for their own safety when this is entirely false.
As a decent way of combatting terrorism, well, I am afraid to say that I just don't know. Perseverance, vigilance and intelligence I guess. Not much, but then I am not in the business of anti-terrorism.
What we need to do is implant everyone with a chip at birth (a bit like in Total Recall).
Then the government can trace/track us anywhere and access it remotely. All our personal information such as religious/political affiliations can be stored.
What would be really neat, is if it could be remotely detonated so they can really keep us in check.
