If so, it would explain why my postie keeps delivering mail for the people one street over (with the same number) to my address: he's stuck at Layer 2, and has no idea of Layer 3.

I would try rebooting him.

Or, perhaps rfc4852 consideration.

Given the state of the postal service in general, I fear we may expect greater success from implementing RFC 2549.
