Inability to claim win despite timeout

I am playing a guy with a 7 day timeout, and he has not moved for 8 days, but still only the reminder icon is up. Why am I not being given a chance to claim the win?

Yeah, not sure I fully understand this timebank thing. He appears to have 12 point something left, but I don't think that should effect my ability to time him out.

Thats 12 point something days till you have a T/O claim. It would have been in the agreed' terms of engagement'😏
