Per capita, possibly. In gross amount of talent, no.

The WBC notwithstanding (where the best US pitchers don't play, where those that do are in pre-season form and on pitch counts and that is decided by a single game), there's no way a team of Japanese All Stars would be as good as a team of American All Stars if both teams were at full strength and played a real number of games.
