You know that in America, unfortunately we hold people in positions of power in higher esteem/respect/fear than the general populace and in the 2 year period (not 4), I can easily believe there were 15 occurrences where nothing happened. No doubt the staff learned to look the other way (figuratively and literally), since getting your boss in trouble is generally considered a bad career move.
Plus, he was a man, and therefore considered more powerful. If this judge were a woman (which would *never* happen), she would have been hauled before the system after one occurrence, no doubt.
