Hello and welcome to the site.

The questions have been discussed numerous time.

The short answer si: Becasue they can.

The longer one runs roughly thus:

# people are not as clear cut as we sometimes wish they was. So some people don't look at the "title" of the game, but just on the time controls. 1/0 means they have 1 day to move regardless.
# Some people are outright bad, and hope that you time out.
# Some people are a bit on the devilish side and torture you by moving always just inside their time-bracket.

! You can't do anything, but choose your opponents wisely (meaning don't play against such a person when encountered once, challenge opponents you know will move and behave decent)
!Choose your time-settings wisely. If you are interested in fast games pklay on the Blitz site or be content with the 1/0 setting.
! Don't take longer settings than you are comfortable with.

The other problem about the great imbalance.

* the aim of chess is to checkmate the King. You have to do it to win. If you are very superior in material you probably dropped a faster attack in favour of gaining material. It is your responsability to checkmate. If you want fast games, to checkmate as fast as possible.
* And some people might play on fo0r a stalemate after all you have to show that you can checkmate them.
