untrue - most people can't but many can. A silly 'science' show in the UK called "Brainiac" has a slot called "things you can't do" or similar. After they announced this, that you can't lick your own elbow (because the length of your neck + tongue is always less than the length of your forearm) they had to announce a retraction and ask people to stop sending in photos of them licking their own elbows because they couldn't cope with the volume.

Because you double the thickness of the fold each time, and a double of a double of a double very quickly becomes very large, it's true. I think they might have even reached 7 or 8, but didn't breach it.
