Lets be clear. In Sony DVD players, the region code and the macro data enabler are embedded in the video chip. It is not an e-prom.You cannot reprogramme it. The Sony engineers are not stupid and they are at the vanguard of the war against pirating. If anyone says that they hacked a Sony then its either not a Sony or they are lying.

If they enforce a region code, they would have the best of both worlds - DVD sales in the US, movie tickets everywhere else. But other regions hack their DVD players -I would never buy a region crippled player.
Stupid rules are always ignored. My DVD player becomes multi-region by pushing a few buttons on the remote - but it is not printed anywhere in the instructions.

This is the main reason why region codes exist:
A film can be released on DVD in one region even though it is still being played in theaters in another region because regional coding ensures it will not interfere with the theatrical run in another region.
Without regional coding, all home viewers would have to wait until a film completes its entire global theatrical run before a DVD could be released anywhere.
Some movies can take close to a year from the premiere until they have been shown all around the world. Most DVD buyers probably want the movie as soon as possible after it has been released. If they have to wait a year they would no doubt lose interest.
