I claim time-outs when:
1) my opponent suddenly doesn't move in a lost position. I sent a
reminder first and wait a day or so.
2) my opponent has stopped moving in all his games without notice. I
wait a few days if it is a 3 day timeout. (happens mostly when
someone leaves the site)
3) my opponent doesn't move in a position that is clearly better for
me. I sent a reminder first and wait a few days.
4) if the position is equal (or worse for me) and my opponent doesn't
move I will sent a reminder, wait two weeks or so, then I claim
When my opponent doesn't move when the game is in the opening
stages ie less than 10 moves or so (hasn't happened sofar), not even
after a reminder, I think I will delete the game.

Yes you can!
Normally you can't.
Only if your opponent doesn't move within the time limit (and you can
claim) you have the possibility to delete the game.
To do so you go to "your games", then "manage games" and
choose "delete", then "update".
I have never done this so I'm not completely sure.
