Its just the lowest three notes of a bar chord
Which means do a bar chord without the bar,
but only play three notes of it.
Typically just done with barred E (E, A and D strings)
or barred A (A, D and G strings).
'Power' 'cos they are the bass notes of the chord and
only tending to get used when played with a fair bit of
distortion (when a lot of strings just causes the chord to
become unitelligible)

Well, okay...
Learn the full F. (using all the fingers, so, barring with the index finger and making an e-chord shape with the rest).
Learn to move your hand up two "squares" to make a G and then up two more to make an A.
If you stroke (ooeer....sounds a bit rude) all 6 strings, you're playing full chords.
Now. play the full F again. and lift your middle finger and your pink. You'll notice that you are barring with your index finger and one string lower and two planks up your ring finger will still be on a string.
If you now only play the first two strings (top strings, say), that's a power chord.
Learn to do it this way, so that your fingers are used to stretching. Now, if you place your pink finger on the same string as the ring finger, but two planks up....you're playing basic rock and roll!!!!

If you can't find a chord book and reading them off the net is confusing...and I know it can be...you got two options.
Play recordings and fake it till it sounds right. Better yet, find someone who knows a few power chords, it's worth the investment.
Do a search on zdnet.com for power chords too...seems I had a free program once...
I'm sure Barnes & Noble online can order a book too, can't remember which books I have now on them...but they had lots last time I looked.

The best bet is to have a friend who plays some guitar... I stink, nothing to hide... but I would 'super stink' if I didn't run into these 2 guys who are very good with guitar.
