In fact during centuries People tried to control reproduction of humans. But the Young People just Keep having children regardless of what the Society or the elites think.

Unless there was some near extinction event where we lose 99.99% of all humans which would mean there were less than a million humans alive on the whole planet. But of course that would lead to its own set of nightmares, everyone thinking locally, not interested in the outside world, a planet full of a hundred enclaves of a few thousand each and survivalist types trying to eek out a living on the land like the Browns in Alaska are doing today, Browntown they call it. A family of 9, 7 kids, some in their 30's now. Then you would have to survive bears mainly, their house has already been broken into by bears but now they at least have the backup of the film crew and such.
