Prison Overpopulation: What ever happened to work houses?

I mean, we've got community service, but surely it's about time these convicts really gave something back to society

Another option is to test new beauty products on them, much like we did (no me personally, I was just a kid) in the 80's

they should be able to "buy" down some of their debt to society by selling kidneys, retnas, etc...
