The Eighteenth Amendment held sway over the USA from 1920 until 1933 when it was repealed [by the Twenty-first Amendment].

Most people would agree it was a failure. Drink was still widely available. Organized crime had a whale of a time.

Just say ~ for the sake of argument ~ that the US government wanted to introduce National Prohibition again; what would they have to do to make it more successful this time?

First, they must kill the entire population of the country. Second, close all the borders permanently. Then, and only then, introduce prohibition.
