The Eighteenth Amendment held sway over the USA from 1920 until 1933 when it was repealed [by the Twenty-first Amendment].
Most people would agree it was a failure. Drink was still widely available. Organized crime had a whale of a time.
Just say ~ for the sake of argument ~ that the US government wanted to introduce National Prohibition again; what would they have to do to make it more successful this time?
