If and when we get to 12 people willing to participate (did we ever have 12?) will there be a date set at a time when we can get our stories ready to submit?

Of course.
If it can help, let 10 contestants be enough.
I assume at least one of them will submit more than 1 entry.
When I receive next "yes" so I'll announce reasonable dead line, 7-10 days.

That would be my question also. I mean, my computer can grind out only so many stories in a day🙂
