Provisional rateing

When a player has a provisional rating does that affect my rating the same as playing someone with an established rating?

No. If I remember correctly, the effect is halved - so that if you lose, your rating will drop only half of what it would if your opponents rating wasn't provisional. Similarly if you win of course.
