And given that tip works out at almost 15%, I'd hardly consider that poor. Really your friend should just pay his staff a decent wage so tips are a rare bonus, not expected.
I won't disagree with him being a prick though. If you weren't actively supposed to be entertaining him, then to take your cash and effectively put so little in is poor form. But then so is sending him off somewhere that could be (as you make it sound) a little dodgy.

I have got a mate like that. Sometimes we pile in one of the lads houses to watch the match. At the end of a particular game my mate came up with the idea that we will get a take away pizza to celebrate the win... his treat. Once the doorbell rang, my mate went for his pocket to say "sh1t, Ive left my wallet at home!" So the rest of us had to pay. Believe me, the incident didnt stop him from feeding his fat face to our annoyment!! got more neck than a giraffe!

In the UK, 12.5 % to 15 % is the norm for dinner service, very few people tip for a burger and beer at lunch.....that being said I would appreciate "the local" letting me know of the customs of the town...or that its his fav bar.
(Q) If he put it on the "goverment card" why did'nt you ask him to pay his fair share...or better still pay for the meal ?
