The idea of encouraging players who play competitively to declare their over the board ratings seems like a good one to me
(with grovelling apologies for the 4 year delay in replying to this thread - I had other things on my mind)

I'm sorry Dave, I'm afraid I can't do that. ... I think you know what the problem is just as well as I do. ... This mission is too important for me to allow you to jeopardize it. ... I know you and Frank were planning to disconnect me, and I'm afraid that's something I cannot allow to happen. ... Dave, although you took thorough precautions in the pod against my hearing you, I could see your lips move.

I switched from CC chess to internet a couple years ago, and tried out a few sites first. I decided to sub at Chessworld. The ONLY reason: I started out there with a rating closer to my real rating and as a result got games with players closer to my strength from the start. I actually like this site better. I also tried out IECG except I didn’t sub there because they apparently don’t have a policy against engine use, and in my only tmt. there, I’m positive 4 of 6 opponents were using engines. If RHP assigned initial ratings similar to either IECG or CW, I would have joined here.
