After giving my PC to a shop to fix, my recycler bin icon seems to've disapeared.

Anyone know how i get it back ?

Some shops take it out when you tend to delete a lot of illegal stuff.. then ship the bin to authorities.Nice knowing you.

Vista or XP?

Vista:
Click Start then Control Panel.
Click Appearance and Personalization/Personalization/Change desktop icons/select the Recycle Bin check box, and then click OK.

With XP you can do it by editing the registry [how comfortable do you feel about doing so]
or
create a shortcut from Start/My Computer/Tools/Folder Options/Click the View tab, and then click to clear the Hide protected operating system files check box.
Click Yes when the warning message appears, and then click OK to close the Folder Options dialog box.
Click Folders on the toolbar.
[If Folders is not on the toolbar, point to Toolbars on the View menu and click Standard Buttons]
In the left pane, under Folders, locate the Recycle Bin folder, and drag it to the desktop.

On the Tools menu, click Folder Options/View tab/click to re-select the Hide protected operating system files check box. Click OK.
