In terms of how it affects a person's rating, there should me some monitoring of
resignation.
For example, I put up an open invite, someone joined and then resigned without
making a move.
I want to build up my rating, but not that way.

If it's not provided here, Chris & Russ should have a look at
ChessWorld. I don't know the exact number of moves they use, but I
played a game there and after 5-6 moves the guy didn't move
anymore. I waited a while before timing him out and claiming the win.
I then got a message that this game wouldn't affect the rating as
there were not sufficient moves made. Sounds reasonable.

There is an equvalent - I think it's 3 moves.

Yes, but that's after 3 moves either player can delete the game. But if
you win, either by timing out or by resignation, there's no change in
the rating as far as I know.
Silly people though who 'play'(?) like this. They shouldn't be here,
neither anywhere else.
