This is hard to judge though as there can be many reasons for a players drop in Rating...Personal issues, Medical reasons, simply getting older can have an effect on some peoples ratings also. One would have to look over multiple games over a long period of time in my humble opinion.

Ok, yes some sandbag. Some for whatever reason stop playing and timeout a bunch of games lowering their rating.
