also, as a provisional you are only recieving half the points each time you win, as you would have as a non-provisional...so hang in there little buddy. π Plus, you can find out anything you want to about rating calulation in the FAQ section of the Help submenu.

it says that you'll get your correct rating after you've completed 20 games. but my record is 15-4 and im only rated 1405. how many games does it actually take to get your correct rating?
I see nothing wrong with your rating at high 1300's. Prove it should be higher by actually beating players rated 1400+.
