That's not enough evidence to convict him, hopscotch...
Let's use the old "witch test". Tie a weight to his leg and throw him into the river. If he floats then he's a cheater and we'll burn him at the stake, and if he doesn't float and ends up drowning then he's not.
Should solve the problem. Hold on...let me find the weight...
