Of course any game with more than 2 teams has diplomacy, but Diplomacy 'purifies' it, if you like, by the mechanics of the game - it's difficult to explain why without playing. The essential differences are:
No luck so plans can be more precise - of course, good players will try to deal with several possibilities for their rivals at once.
No 'attrition' so everyone will be fighting as hard as they can, all the time, if they don't have some diplomatic reason to hold still. In Risk, by comparison, it's usually a good idea to avoid fighting as much as possible unless you're guaranteed to make a big gain.
Simultaneous movement means you have to move based on what you think your opponents will do, rather than just looking at the board.
Maximum one unit per province means you have to attack from several directions to prevail - usually this means getting another player to help you.

@XanthosNZ: it's not just the openings, even some of the tactics have amusing names, eg: "The way to break through a self-bounce is by means of malicious support."

The site Tejo mentioned (l actually read about here maybe 6-9 months ago) is www.dominate.com (a dutch based realtime risk site) lots of fun but nowhere near as polished as RHP.
