It's not a bug--you can put troops into the garrison and form units from them later on if you need to. I don't see the point myself, but I probably don't know the best way to use them. Garrison troops fight to the death, no retreat for them.

Can be handy for splitting armies up I guess - occasionally I find it it useful to split troops once I've slaughtered someone else.

The independants have (sometimes) some big forces, as well - is the game set up so they use their province gold to recruit (if they can)?
