Whenever the dogs howl. You could rig up some kind of sensor so the system goes off even when you're not around.

Alternatively to heavy metal--get a recording of wolves and tell the neighbour you've got a dog inside the house.

It might pay off to find out what kind of sounds drive dogs crazy. Get scientific on their ass.

I can buy some xylitol for $.50c and it is little hassle to do so.
dog whistles of some description, if i recall correctly, can send dogs running to put their paws over their ears. so i need some further direction there.

There are anti bark devices you can get on ebay, they emit a strong untrasonic blast of sound that only the dog can hear and only if it is barking. As stupid as dogs might be, they make good learners and will soon learn that the noise they are making is causing the sound and shut up.

As a more drastic measure, chocolate is actually poisonous to dogs (although they still like the taste) if you feed them something like a big 1kg bar so you could always post a load of chocolate through your neighbours postbox and reap the rewards.

The first question is obviously: Why on earth do you want to stop a dog from barking? What's next? Pussy cats miauwing? What are you? Some sort of zoo nazi?

If therapy doesn't help... yeah... then you're gonna have to go to the neighbours and tell them their dog keeps barking. They'll probably answer along the lines of: "Yeah... we noticed."
Punch them.
And then tell them if the dog doesn't stop barking you're going to shoot it.

Then poison the canine terror.

And you see. That's the genius of this plan. You'll never be suspected, because you said you were going to shoot it!

"Silent"? There's a link where you can listen to it, it sounds rather annoying.

Call the police today and ask what can be done if a neighbor's dog is keeping you up at these hours. Record that conversation on film. At these early hours, call the police to have them go to that house... record that too. Record the dogs at these hours, and yourself.

If it keeps up, and nothing is solved... sue the neighbors and police for lost hours at work as well as pain and suffering. If the police are doing their job, you won't need to sue anyone. Chances are the police will take care of the problem, but you've got back-up if they don't. There is no reason anyone should be making noise this time of day.

No need to try and kill the dogs, it's not their fault the owners are inconsiderate idiots.

I once shot a neighbors dog in the butt with a .22 That worked!

Also try giving the dogs peanut butter, that will shut them up for about half an hour.
