The problem is not the dogs, but the owners. My dogs sleep inside for that reason. Plus it's cold outside.

NOT cool.

What did the neighbors do?
they asked everyone in the area who did it, but no one saw me, so they assumed it was someone else who shot it and drove off

Do you live in the US? If their number isn't unpublished you can get it off the internet and call them every time the dogs bark.

Record their own dogs' barking and put it on the phone when they pick up.

I think its both kirksey, well here in suburban Australia.
I commend you for being responsible in keeping the dogs indoors at night. Wish more people were like that.
Over here, a lot of owners leave their dogs through the day, so they bark, and the buggers dont stop at night. Can drive a guy crazy.

I am assuming that the dog is barking more than just occassionally?Anyone who would harm a dog rather than tackle the real problem (i.e. the owner) is just a pathetic wimp, the dog might be acting in a perfectly understandable way, it may be being mistreated or left alone too long, is it right that some jerk then comes along and gives it more grief? if I found anyone harming my dog, well let's just say it's the end of an enjoyable life for both of us, he ends up seriously hurt probably with permanent damage and I would just have to hope for a sympathetic judge. I would take any complaint seriously about my dog barking in fact when we got our dog (rescue dog) I asked the neighbours if anything was causing a problem. The sensible thing to do is have a word with the owner, then take it further if they do not treat your complaint seriously.
