In the UK if someone gets caught with no licence, no mot, no insurance and with a dangerous vehicle but they have no money.
They will get....Wait for it.... A DRIVING BAN!!!!!!
And if they re-offend the driving ban is extended!!!!!
As they leave court and jump back into their car. The first thing that must pop into their head is: 'I must pass my test so that I can serve my ban'.
Makes me sick that they chase those that can pay and turn a blind eye to those that can't.
We have an estimated 1.5M drivers without any insurance. If one of these g!ts hit your car. You loose your no claims even if you are fully comp and unless you are fully comp you will have to pay for the damage yourself.
Camara's don't affect them cos the car wont be registered to them.
Makes my blood boil.

The problem comes in when at the 95% desgin stage, the architect decides that he really wants a 10-foot ceiling instead of an 8-foot ceiling, and the structural engineer "corrects" his drawing so that 12-inch beam is suddenly a 24-inch beam. Of course everybody blames the poor mechanical engineer when suddenly there isn't enough ceiling space for the lights, ducts, and pipes....
