Yes to different duties; no to different titles; none of those titles implies an ownership stake (but in some cases the Editor in Chief might also be the owner or share ownership -- more likely with indie publications and small presses).

Editor in Chief would be the topmost of those positions, but the rest would depend on the organization chart and job descriptions for the particular publication or publishing house.
