I submit that every time someone plays e4, they ought to be reported and disciplined for spam. This abuse has gone on for too long without proper attention.

I think that e4 played at any time, in certain circumstances, might not be spam. I'm not sure because I'm not a very strong player. I'd look to someone over 1400 to help clarify this.
