Much like in the US, the law is whatever the cop on the scene says it is. You can dispute this in the courts later as is your right. But on the scene compliance is key. (This IMNSHO is partly to blame for the travesties and tragedies in my country today, but I digest)
If a poster does this with no additional contribution to the discussion it is spam. If there is a continuation or an addition of an idea, concept, or point of view (even humorous) then it's just someone spouting off verbal diarrhea.
