Actually, and I don't much like talking on behalf of other peeps (forgive me Bob!) but I think he's getting more at the fact that one very good way of truly increasing one's rating (and more importantly maintaining the new level) is to play against people who are better than who. Lose to them. Spot your errors. Learn from them. Do a little better next time until, finally, you manage to give them a good game or even beat them. That way you'll really become a better player and increase your rating in a slightly truer more lasting sense.
But Bob'll put us out of our misery soon I'm sure and tell us what he really meant!
