She wasn't actually sworn in as president. She merely took on those emergency powers that she would need if, say, the US were attacked while he was under. The Constitution provides for such covering of the bases precisely for this type of event. She doesn't have any other presidential powers, and so the title does not come with the temporary transfer of emergency power.
