We're on Eastern Standard Time. We were on Eastern Daylight Time until the end of March. 🙂
Edit: That was for the US. In the UK, I see that DST started on March 28th and goes until October 31st this year.
Edit: Ok, I finally see what you're on about. In Australia, most of the country is not on DST at all, but SA and NSW, Victoria and Tasmania went OFF DST on April 4th, and go back on October 2nd. This, of course, is because Australia is in the southern hemisphere.

If, indeed, you are in the Eastern Time Zone (which IS a locale), then "Standard" loses its meaning when you go on DST.
It's not Standard Time (EST) when DST is in effect, it's Daylight Time (EDT). Most people learn to not sound like idiots when they're unsure by just saying "Eastern Time". This is why any advertisements for upcoming shows on TV just say "Tuesday at 7 ET." This also allows them to run the ad all year round.
I constantly hear people mention EST (or CST or PST) when DST is in effect. EST is actually one hour behind EDT. It's inaccurate at best and makes them sound really stupid at worst. It just contributes to the "dumbing down" of America, just like all the unwashed masses who sound like hillbillies when they say, "Yeah, me and my wife went to that concert."

Where I work people IN the Pacific Time Zone constantly call around 2pm Eastern to place an order asking if it will ship today.
"No, we stop entering orders at 11am Eastern."
They also call after 5pm and sometimes I answer the phone.
It's always someone FROM the Pacific Time Zone.
My sister lives in California. She's called at midnight. People IN the Pacific Time Zone don't seem to understand Time Zones at all. That goes for Arizona too.
