"Eastern Standard Time" is indeed a time, and not a locale.
If, indeed, you are in the Eastern Time Zone (which IS a locale), then "Standard" loses its meaning when you go on DST.
It's not Standard Time (EST) when DST is in effect, it's Daylight Time (EDT). Most people learn to not sound like idiots when they're unsure by just saying "Eastern Time". ...[text shortened]... und like hillbillies when they say, "Yeah, me and my wife went to that concert."
