Physically that would mean no signal on the visible spectrum: black, (at least) full signal on the same spectrum: white. (A recent publication on the most black substance ever developped has still about .1% reflection of incoming light...)
If you ask a painter he will tell you that there is no "real" black or white. And you can have "whiter than white" which is actually true, since part of the ultraviolett spectrum is projeted into the visible using flourescence...
