A opp of mine has asked me not to time him out as he sad he had comupter troubles, so I left it as it was till now, now the SKULL has arrived, my quetion is can he re-start even with this SKULL.
I have taken him to his word but seeing he has been "AWAY ON HOLIDAYS" and/or sick or computer problems
I am sure this person has a friend that would have let him online on their computer, even for 10-20 mins for nothing, just to let his opp's know

There are quite a few people around with valid reasons for being irregular players - but there are also a few who take advantage of other people's good nature. If you're starting to have doubts, check out his profile and green graph, also if other people have timed him out.

Are other opponents taking the skulls and reducing the rating of the person?
If so, are you likely to win the game? You will receive fewer points the lower their rating goes.
Are you likely to lose the game? You will lose more rating points the lower your opponents rating falls.
Would your opponent skull you if they had the chance?

tonight i took the skull of a guy who hasn't moved in any of his games since Xmas day, and doesn't have his vacation flag up. i have a weird feeling that he's dead.
It's a tricky balance. I rarely take skulls, but I did the other day. I try not to let it keep me awake at night.
