He wasn't Japanese, he is an american Ireporter.
Did you look at the video shot? I never saw that kind of thing before and I am from Los Angeles, another earthquake zone.

That is just unreal, I can't even imagine seeing something like that happening!

Two weird things, the cracks moving in and out and the water squirting up like that and on the sidewalk, falling back into the cracks. Water presumably from broken pipes.

It was certainly earthquake related, the guy said he walks there every day and all those cracks were not there till the day of the quake. You could even see the cracks open and close up. This was exactly at the time of the quake.
It would have been easy to check if the water was from broken pipes, just taste it, if it was salty, it sure wasn't from pipes!
