What if you decline from timing out your opponent on your move. Do you still get the chance after he moves?

only if you're playing a 0/x tournament game. Otherwise he'll get his timeout again once he moves.

I think that's the question. Because your question as stated doesn't make sense because you can't time out an opponent on your move.
