What is the general policy of claiming wins. One of my opponents
selected a three-day timeout period, which has now expired. I have
sent a reminder, but there has been no response. I know technically I
can claim the win, but what is the general etiquette?

The proper etiquette is not to play a game with a timeout you cannot
meet. A one time reminder with 24 hour wait after sending is more
than adequate in my view. Recently, I have been waiting for up to two
weeks. I just don't want to inflate my win/loss ratio with timeout. So it
would be proper for you to claim the timeout as soon as the flag
comes up. It's all up to you.

in my (minor) view, timeouts are there for 2 reasons:
1) to try to give you a game at the speed you want
2) to stop someone who is losing just giving up on the game
So, again in my humble opinion, look at the game. If you're enjoying
it, leave it & see if they come back. If you're not clearly winning,
concider that you will be artificially inflating your rating. If they don't
come back in 3 weeks, then take the points.
nb. if they're a pawnstar, then they are more likely to be serious
players and have a good reason for not moving. Non-star holders
don't have any tie to the site, and are more likely to just disappear.

The time-out is a boundary that you may use at your discretion- that
is you may take it or you may cut them some slack and wait. The
only solid "etiquette" is no name calling, flaming, etc. The clock is the
enemy not the other player. Kirk
