The cops here in Portland have been doing some of the same kind of cleansing. It seems to happen on a regular basis here. Too many punks. I always cheer for the cops when I read about it. One more a-hole we don't have to deal with.
Sidebar, I've been stopped plenty of times by the police. They have never had to pull a gun on me or wrestle me to the ground. It doesn't take incredible gifts of reasoning to keep yourself healthy and alive when dealing with the police.

also, I don't doubt that the guy was a creep, but how the hell do they not know whether the guy was armed or not?

Yes sir, no sir. Comply with all their instructions. Keep your hands where they can see them. If I get pulled over at night I turn on the interior light, put my hands on the top of the steering wheel and look straight ahead until they tell me to do otherwise.
