"Tournament Entry Rating is calculated by the formula (CurrentRating + HighestRating) / 2, where CurrentRating may not be lower than HighestRating - 100."

I think that weighing the current rating is an improvement.

Yeah, for sure. I don't even mind being set at a higher rate than my rating, theres a lot to be gained by playing stronger opponents.
