-Removed-got any friends that have a dvd recorder if so borrow it if you can, get a scart lead and a blank DVD+RW then set the 2 machines away with scart lead tape to dvd, when finished put DVD in computer then get a free DVD ripper from the internet and save your rip to any format you want. Then you can reuse your DVD+RW again for more tapes.

check the back of your PC, your video card may already accept coax cable input from your VCR and be able to capture a video signal. check the apps for your video card, see if there's any capture utilities.
otherwise buy a capture card for $25-$100 or so.
