Wasn't that back when they need not apply? Things have advanced from that. A little. Now it's Mexicans who need not apply.

Well, there are a lot more Mexicans than Irish, but back when Irish need not apply, there were a lot more Irish around, relative to the established population. It seems to go that way, large populations of whatever country are not welcome. Happened to the Chinese in California, Oregon, and Washington state in the 19th century too.
I guess the gist of that would be if you want to immigrate you need to go to a state with only a few of your countrymen.
